Migrating ADB's Sanctions List Platform with Zero Service Disruption

CodeLink executed an end-to-end migration of the ADB's Debarment and Suspension Register (Sanctions List) from the retiring Lotus Notes system. The on-time delivery eliminates the risk of service disruption for this critical compliance tool. We took this as an opportunity to also greatly enhance user experience, modernizing both the user experience and user interface.

The challenge

The ADB's critical Sanctions List was dependent on Lotus Notes, a technology scheduled for retirement. This presented an immediate need for change, with the additional business request to improve the outdated user flows, which hindered the user experience and required many manual processes, which slowed down essential registration and review functions.

Migrating from an Obsolete Technology

The platform was built on Lotus Notes, an aging technology scheduled to be phased out before EOY 2026. This required a mandatory migration to a modern, sustainable platform to avoid disruption of a critical compliance function.

Lack of Automated Processes

Key functions, such as the registration and approval of non-ADB users, were handled manually. This slowed down operations and increased the risk of human error, highlighting a clear need for process automation to streamline the entire workflow.

Outdated and Unintuitive UX/UI

The platform's user flows and interactions failed to meet modern usability standards. A complete revamp was necessary to improve user satisfaction and productivity, ensuring that all users could easily access and manage crucial sanction data.

The new solution features distinct user and admin portals, secure SSO authentication for all users, and a streamlined interface, completely modernizing this critical compliance tool for the ADB.

Successful Migration to a Modern Tech Stack

The Sanctions List no longer relies on the outdated Lotus Notes system. It is now powered by modern backend technologies, including .NET and Azure Services, ensuring long-term stability and scalability. Access for all users is also more streamlined and secured, utilizing Azure Entra ID-based Single Sign-On (SSO) for ADB staff and IBM Security Access Manager (ISAM) for external parties.

The new platform introduces critical process automation that replaces the previously manual flows. Administrators now have a streamlined workflow for user registration and approving applications autonomously within a dedicated interface, which minimizes delays and enhances overall operational productivity.
